Water and sanitary sewer services are vital to maintaining a quality of life for our residents and commercial property customers.
Water
The Village purchases Lake Michigan water from the City of Highland Park.
The Village of Bannockburn’s water mains are lead free. However, some homes may have a service line that is made of lead or lead components. While the lead service line link above provides information about lead in water, the Village of Bannockburn is surveying all homes built prior to the 1980’s to identify whether any existing lead service lines exist. Please note that you may not need fill out the survey because the Village has also reviewed historical building records for information about the material of your private water line.
Sanitary Sewer
The Village of Deerfield provides the Village of Bannockburn with wastewater treatment. The Village of Bannockburn owns and maintains the sanitary sewer lines. These are properties generally located in the central and south section of the Village of Bannockburn.
There are two additional sanitary sewer districts located in the Village of Bannockburn:
- North Shore Water Reclamation District (NSWRD) – Residents in the NSWRD are invoiced by the Village of Bannockburn for the sanitary sewer lines that the Village of Bannockburn owns and maintains. The NSWRD also separately bills residents quarterly for the wastewater treatment. All properties in the NSWRD, whether served by sanitary sewer or not, have a charge included on their property tax bill from the NSWRD. These are properties generally located on the north and east side of the Village.
- Lake County Sanitary Sewer System District – Residents in the Lake County Sanitary Sewer System District are billed directly by Lake County for Sewer service and do not receive an invoice for sewer from the Village of Bannockburn. These are properties generally located on the west side of the Village of Bannockburn.

Water & Sewer Billing
All customers share equally in the cost of operation, depreciation and debt service of the Village of Bannockburn water and sewer infrastructure. The Village of Bannockburn bills on a quarterly basis and the water rates are on a “tiered basis” (to help encourage water conservation). See Comprehensive Fee Schedule for current rates.
Invoices are mailed in January (for usage October 1 – December 31), April (for usage January 1 – March 31), July (for usage April 1 – June 30), and October (for usage July 1 – September 30). Payments are due 30 days after the invoice date (whether or not it was delivered in the mail). Check, cash or online payments received after the end of business on the due date will receive a 10% late penalty. If the due date falls on a weekend, payment is due no later than the close of business on the next business day. If you are having issues paying, please contact the Village of Bannockburn via email at utilitybilling@villageofbannockburn.org to let the Village Staff know of any financial constraints you may be facing.
Any customer that has incurred three (3) late payments within a two (2) year period may be required to pay to the Village a security deposit in the amount of the highest quarterly bill incurred within the last two years for the continuation of water services. The Village of Bannockburn reserves the right to discontinue service for non-payment of bill(s). A termination fee, a reconnection fee, and the total amount due including penalty (and deposit if required) must be paid before service will be resumed.
Payment Options
There are several payment options available:
- Automated bill pay, direct debit, is the best way to ensure your bill is received by the Village in a timely manner. Auto Pay Application
- Cash or check payments can be made in person at the Village Hall during normal business hours. In addition, there is a 24 hour mail drop located to the right of the front doors of Village Hall.
- Credit/debit cards and eChecks may be used through the Village’s online payment website. Payments can be made by Visa, MasterCard or Discover up to $4,000 without a convenience fee (credit/debit card payments in excess of $4,000 will be charged a 2% convenience fee on the excess amount). EChecks will not incur a convenience at any amount. No payment type is accepted over the phone.

New to Bannockburn or Changing Your Address
The water and/or sewer utility bills remain with the property. To sign up for new water and/or sewer service, and to ensure that a final water read has already been scheduled by the previous owner/renter, please make sure to fill out this form and return it to the Village as soon as possible.
Moving out of Bannockburn
We are sorry to see you go. The Village requires that prior to the transfer of ownership, the property is subject to physical inspection and review for compliance with Village ordinances or development regulations. Please Request Your Transfer Compliance Inspection at least three weeks before property transfer. The Transfer Compliance Request form and required fees can be mailed or dropped off to the Village of Bannockburn Village Hall.
Village Backflow / RPZ Requirements
The Village has implemented an eco-friendly online cross connection control (backflow preventer) tracking program with the company Aqua Backflow. The Illinois Environmental Protection Agency (IEPA) requires every water supplier to develop and implement a comprehensive cross connection control program for the elimination of existing cross connections and prevention and protection from all future cross connections. A backflow prevention program requires yearly testing of all systems (whether residential or commercial) – keep scrolling down for information on how to submit this documentation (or how your testing contractor should submit this information).
Backflow preventers may be found at any number of locations on your water systems. Typically, most commercial customers will have backflow preventers just after the water meter and also on wet fire protection systems. They may also have lawn irrigation systems which require backflow protection. Note, there may be other water connections throughout commercial or industrial facilities requiring backflow protection.
Residential backflow preventers may exist or be required on lawn irrigation systems, wet fire protections systems, swimming pool fills, water features, etc.
Please also note that new sprinkler systems require a building permit from the Village of Bannockburn prior to installation. Please view the Village of Bannockburn Irrigation guidelines for information related to the building permit requirements.
Annual Inspection/Testing of Backflow Devices & State Regulations
Backflow preventers are the property and responsibility of the water customer for annual testing and maintenance. The water customer must contract with a licensed tester to perform the required annual tests (“CCCDI” plumber). Most local plumbers are certified to test backflow preventers. (Note that all tests are now sent to Aqua Backflow through the Trackmybackflow website – the plumbing contractor will need to submit the tests via the Trackmybackflow website — emails are not accepted)
The contractor hired to oversee the Village of Bannockburn’s backflow program is Aqua Backflow, Inc., a national firm that specializes in cross connection control management. The Bannockburn Cross Connection Control Program is designed to safeguard public health. We ask for your cooperation with our program, its enforcement, and any requests for information that may be requested from Aqua Backflow or Village staff.
