Village of Bannockburn Update (5-28)

Dear Bannockburn Residents,

On Sunday May 24, 2020, Governor JB Pritzker released new industry-specific guidelines to allow for a safe re-opening of businesses as the state progresses into the next phase of the Restore Illinois plan. All four regions of the state are expected to advance to Phase 3 of the plan in the coming days.

The original intent of the stay at home order and the shutdown of many businesses was to “flatten the curve” by stopping the spread of the virus and allowing hospitals and healthcare workers to catch up. That mission has seemingly been accomplished. Many expert scientists are working on a vaccine and an antiviral treatment for those who get the virus. Despite positive developments, caution is still warranted.  If you feel sick, stay home, call your doctor, and advise those that you have been in contact with recently.

We now need to return to work and reopen the economy with certain safety procedures. Wash your hands, stay 6 feet away from others or wear a mask. Office and retail establishments will reformat their space to achieve social distancing to protect their employees and all visitors.

Trinity Property Update

As I have communicated in recent weeks, the Village was expecting to receive a formal zoning application that would affect a portion of the Trinity International University property.  That application has been received from Allegro, and it seeks to develop a senior assisted living facility on 9-10 acres of land and would be divided from the Trinity campus. Allegro will own and operate the proposed facility.  The location of the proposed facility would be on the northeast corner of property currently owned by Trinity that is adjacent to Route 22 (Half Day Road) and between the Deerfield-Bannockburn Fire Station and the existing student apartments on the Trinity campus. The zoning application, including plans for the property, are currently being reviewed by Village Staff for Zoning Compliance. The proposed plans submitted by the applicant have been uploaded to the Village’s webpage dedicated to the Allegro Senior Assisted Living proposal–

What is the next step?

The application and plans for this project will first be presented to the Village Board on June 8, 2020 in order to seek input and facts related to the proposed Senior Assisted Living Facility.  The Village Board looks forward to a thoughtful and robust discussion on June 8th.   If you have any comments or questions related to the proposal, please email me at with the email subject line of “Allegro Senior Assisted Living”.

Trinity and Allegro have identified several benefits to the Village from the proposal. It will bring 9+ acres back onto the tax rolls, resulting in substantial increased revenue to the Village and to Bannockburn School, but it will not add students to our schools.  Moreover, with institutions of higher education throughout the country facing significant financial and other challenges, the proposal can help Trinity preserve its mission and the quality of its campus.

Please note, there will NOT be a Plan Commission / Zoning Board of Appeals meeting on June 1st, 2020 to discuss possible amendments to the Comprehensive Plan as previously announced by the anonymous mailing that was sent to some residents.  Rather, the PCZBA is expected to re-start its consideration of the Comprehensive Plan (with specific consideration of the Trinity-Allegro proposal) at a later date to be announced.

I must repeat – It would benefit everyone by reading and understanding the facts that are communicated and posted on the Village of Bannockburn website.  The Village Board looks forward to a thoughtful and robust discussion on June 8th (and, yes, such discussions can occur quite successfully in a virtual meeting setting!).
