The Village of Bannockburn has received a petition on the annexation and redevelopment of the so-called Beeson Corner property. The owners of the property propose to replace the longstanding nursery use with a mixed-use development that would include more than 30,000 square feet of commercial/retail space in a main building and three single-story satellite buildings. In addition, the main building is proposed to include two three-story wings and a four-story center element with 60 residential units on the upper floors. The site plan proposes to integrate the circulation elements of the proposed Beeson Corner development with the Mariano’s development to the north.

On Monday, December 9, 2019, the Board of Trustees of the Village of Bannockburn conducted a public hearing on a proposed annexation agreement for the property. This hearing followed earlier public hearings of the Village’s Plan Commission/Zoning Board of Appeals (PCZBA) on November 18, 2019 relating to the redevelopment proposal, as well as a separate public meeting of the Village’s Architectural Review Commission (ARC) on November 19, 2019 that reviewed the exterior appearance of various elements of the proposal. The agendas for all of these meetings were posted at the Village Hall and on the Village website, and notices of all the public hearings were published in the newspaper as required by law. Additionally, courtesy notices of the PCZBA hearings were mailed to the owners of property nearby the Beeson Corner property.

Following its hearings, the PCZBA had recommended approval of the redevelopment, along with associated amendments to the Village’s Comprehensive Plan. The ARC proposed certain changes to the design of the development. The 12/9/19 annexation agreement hearing was the first time that the proposal was presented to the Village Board.

Because of the residential units proposed as part of the development, the Village’s subdivision ordinance would require the owners to pay a school impact fee, and the draft annexation agreement includes this as a requirement. The Bannockburn School has been reviewing the likely impact of the proposed development in terms of the number of new students likely to be generated. The Bannockburn School Board has scheduled a meeting for December 17, 2019 at 7 p.m. to review the impact fee, and representatives for the development proposal are expected to be present for a further presentation and questions.

The Village Board has deferred consideration on the various approvals needed to authorize the development proposal. Before proceeding, the Village Board awaits additional information from the owners regarding details of the proposed development. *See developer responses noted below (provided to the Village on 12-17-19)

The Village Board encourages a vigorous community review and discussion of the proposal for the Beeson Corner. Those discussions should be focused on the issues, however, and they should be based in fact. The circulation of anonymous letters that are designed to inflame and that contain false statements denigrate not only the public discourse, but create unwelcome discord within our very special community.

The Village Board looks forward to further community engagement on this important matter.
